The National Assembly is holding a provisional plenary session this afternoon to elect a new parliamentary speaker amid dispute over the designation of the chairmanship of the Judiciary Committee.
The ruling People Power Party and the main opposition Democratic Party have yet to reach an agreement despite attempts over the weekend.
The DP in exchange for handing the chairmanship to the PPP is calling for cooperation in launching a committee to set up a special investigative body.
The proposal follows a recent law aimed at stripping the investigative rights of the prosecution.
The PPP has rejected this proposal and instead called for the setting up of the committee after the Constitutional Court rules on the law or that the committee be headed by the PPP.
However the DP has pledged to push ahead with its initial proposal.
The PPP for its part has vowed to take all possible steps to block what it has called an "unlawful" procedure.
