The foreign minister of South Korea, Park Jin, says that the North's ignoring this week's offer of medical aid is rooted in the regime's ideology of self-reliance, with which the acceptance of aid would conflict.
South Korea's Unification Minister, Kwon Young-se, said further that Seoul needs to be patient and continue to reach out to Pyeongyang.
