The Kim Dae-jung Presidential Library Museum of Yonsei University today released a letter which was signed in 1986 by U.S. President-elect Joe Biden urging then-South Korean president Chun Doo-hwan to reverse his public right of petition policy.
Biden, along with seven other senators, wrote that they were concerned about the South Korean government suppressing the Council for the Promotion of Democracywhich was campaigning for constitutional change in the 1988 presidential election.
At the time, around ten million people in South Korea signed a petition to introduce a direct election.
A source from the library said Biden became interested in Korea’s democratization in 1984 when Kim Dae-jung was seeking asylum in the U.S.
