South Korea stands atop the UN E-government Survey's E-participation index or EPI ranking.
The global body conducts the survey biennially, and Seoul retains its spot from 2018.
Countries are rated on how well they foster civic engagement and open, participatory governance through ICT, which shows engagement and strengthened collaboration between governments and citizens.
Korea also ranked second in EGDI, trailing behind Denmark.
The index presents the state of E-Government Development.
Countries are assessed based on the website development patterns, provision of online services, telecommunication connectivity and human capacity.
