A panel looking into the the death of actress Jang Ja-yeon says it the case was not properly investigated, but stopped short of recommending a reinvestigation of the case.
Jang committed suicide ten years ago after leaving a note accusing her entertainment agency of forcing her to provide sexual services to some 30 high-profile figures.
The chief of her agency and her assistant were both indicted but not charged.
The panel, commissioned by the justice ministry, judged that sufficient evidence to carry out probes into the alleged sexual abuse had not been identified.
It did, however, call on the prosecution to reinvestigate the chief of the entertainment agency over suspected perjury.
