North Korea says South Korea must shoulder the majority of the blame for the deterioration of inter-Korean relations.
In a commentary on Saturday, the North Korean daily Rodong Sinmun said North Korea's plan to send a squad of cheerleaders to the upcoming Asian Games in South Korea is intended to promote goodwill between the two Koreas, but Seoul has intentionally sabotaged the move.
Talks on the matter have stumbled as South Korea wants clarification from the North over who should foot the bill for the group while they are in the South.
The paper also accused South Korea of only showing an interest in strengthening its ties with foreign powers, particularly the United States, and rejecting North Korea's constructive proposals.

South Korea, the host, should foot the bill. Guests shouldn't have to pay.
