On a related note President Park Geun-hye says South Korea needs to come up with a contingency plan that addresses any type of provocation from North Korea.
Speaking at a meeting of her chief secretaries Monday, President Park said North Korea's string of ballistic missile launches and its strengthened surveillance techniques need to be taken seriously.
She called on officials to come up with a plan of action as soon as possible.
She said urgency was needed to calm public concern over the continued threats and provocations.
