North Korea has laid out even more preconditions for talks with South Korea and the United States.
The North's official Korean Central News Agency said Thursday that if Washington and Seoul wish to engage in negotiations, they must first apologize, withdraw sanctions imposed by the UN Security Council and halt all joint military exercises.
In response, the South Korean government expressed regret and called on the regime to immediately remove its claims.
On the security front, the South's top presidential security adviser Kim Jang-soo said on the same day that North Korea has shown no signs it is preparing or is even capable of carrying out a full-scale war.
However, he warned Pyongyang could still carry out localized provocations at any given time.
