N. Korea Plans to Proceed with Third Nuclear Test
In a statement by North Korea's state-run Korea Central News Agency on Thursday, the country's National Defense Commission said it plans to carry out a 'high-level' nuclear test "aimed at the United States," which it called it their "arch-enemy."
The North's KCNA added that Pyongyang is not hiding its intentions to launch more long-range rockets and satellites in the future, in addition to the nuclear tests.
The statement however, gave no time frame for this.Historically, North Korea has carried out a nuclear test every time it's launched a long-range rocket.The nuclear test facility at Punggye-ri, in the northeastern part of the country, was the host of two controversial nuclear tests in 2006 and 2009.If the North conducts a third test, experts predict it will most likely use highly enriched uranium instesad of plutonium, based on reports that North Korea is capable of producing 40 kilograms of highly enriched uranium a year -- enough to make seven nuclear bombs.

Meanwhile, South Korean President-elect Park Geun-hye's special envoy to the World Economic Forum, lawmaker Rhee In-je , said Wednesday that the new administration will always be open to dialogue with the North.
He added that North Korea should make the right decision and South Korea and the international community should work together to make that happen.
