It's not such a great start to the New Year for Korean lawmakers.
Korea's ruling and opposition parties failed to strike a deal on the budget for 2013, dragging the negotiations on the bill to New Year's Day for the first time in the nation's history.
Lawmakers attempted to open up a plenary session at the National Assembly at midnight Tuesday, but locked horns over the budget for a controversial naval base on Jeju Island, which delayed the proceedings to January 1st.
Lawmakers will meet again today, to continue the debate.
