And North Korea seems to be living up to its words at least when it comes to its nuclear activities.
The reclusive state has reportedly nearly finished building a light-water nuclear reactor at its Yongbyon nuclear site.
Citing Japanese government officials, Japan's Kyodo News Agency and Fuji Television reported Thursday, that the dome of the reactor building has been recently placed on top of the facility.
According to a satellite image, the dome was placed beside the reactor building just three weeks ago.
North Korea has attempted to build a light-water reactor for years, claiming it has the right to peacefully use the facility to generate electricity.
