The nuclear envoys from the two Koreas, have failed to reach an agreement after spending hours in Beijing discussing conditions to restart the talks on denuclearizing North Korea.
Following up on their first meeting in Bali two months ago, South Korea's top negotiator Wi Sung-lac and his North Korean counterpart Ri Yong-ho held what Ri called "constructive and useful" talks.
But the two sides only reiterated their respective positions.
The South laid out a set of preconditions for re-engaging with the North, such as Pyeongyang halting its uranium enrichment program and reopening its nuclear facilities to international inspectors.
The North's envoy, is believed to have rejected any preconditions.
