Former US President Jimmy Carter, who is currently in Pyeongyang for a three-day visit, says that North Korea is open to improving relations with the United States.
In a post on his personal website Wednesday, the ex-US leader said that what he's been hearing consistently is that the reclusive regime is prepared to talk without preconditions to both Seoul and Washington.
