The Japanese government stated ethnic Koreans who permanently returned from Russia's Sakhalin island can no longer claim their individual rights for compensation.
The Korean government as well as a group of Sakhalin Koreans immediately demanded Japan to reverse its stance.
However the Japanese government's position is that compensation from its side was already fully made based on the 19-65 treaty signed by Korea and Japan.
In 19-46 hundreds of Korean workers were deported to the Japanese controlled southern region of Sakhalin island where they were forced to stay.
