The US Senate passed the first in a series of bills aimed at creating jobs and lowering the unemployment rate that's close to 10 percent.
The measure worth 17.6 billion US dollars includes tax breaks for businesses when hiring new workers and subsidies for highway construction projects by state and local governments.
The bill cleared the Senate by a vote of 68 to 29 and will go into effect when President Barack Obama signs it later in the week.
Separately, a Gallup poll showed that Obama's "disapproval" rating surpassed his "approval" rating for the first time since he took office.
The percentage of those who disapprove stood at 47 percent, while the approval number marked 46 percent.
