South Korea authorities caught a 40-year-old Japanese man Wednesday night who was trying to cross the heavily-guarded border into North Korea.
He came to South Korea on a tourist visa and was caught near the county of Cheorwon in Gangwon Province.
When arrested he had with him a wire cutter that could be used to cut the fence.
No one had stopped the man from passing by guard posts throwing into question security at the border.
The National Intelligence Service carried out an in-depth examination on the purpose of his action.
According to Yonhap News Agency he was handed over to the Japanese Embassy as he seemed mentally unstable and hadn't shown any signs of having a relationship with the North.
